She explained that drugs are a serious scourge that threatens the security of society and health, and everyone must confront it, especially as it targets the Kingdom’s youth and all those on its lands.
And she emphasized, “The perpetrator’s punishment is severe if he takes advantage of someone who is in charge of their upbringing or who has actual authority over him to commit his crime, or uses a minor in that, or gives a minor a drug or sells it to him or pushes him to use it by any means of encouragement or intimidation.” She added that, according to Article No. 38 of the Narcotic Drugs and Psychotropic Substances Control Law, the penalty is increased for the offender, in the event that he exploits, in committing the crime, one of those whom he educates or one of the persons over whom he has actual power, or in the case of using a minor in these crimes. .
The Public Prosecution stated that the criminal responsibility resulting from the commission of serious damage to narcotic drugs and psychotropic substances lies with those who took them and everyone who participated in their consumption or abuse.
She said: Penal protection is aimed at protecting individuals and society from the serious harm of narcotics and psychotropic substances, and accountability is held in this regard for everyone who participated in their circulation or abuse in any way, and does not affect the establishment of criminal liability towards their consumption or addiction to these substances. She added that the banned and psychotropic substance is known as methamphetamine, and it is one of the psychotropic substances listed in Category (B) of the second schedule attached to the Anti-Narcotics and Psychotropic Drugs System, which includes psychotropic substances listed in the second schedule of the United Nations Convention of 1971 AD, which is known as the green list. It is issued by the International Narcotics Control Board.
And she warned that whoever frequents a place prepared for the use of narcotic drugs or psychotropic substances, while using them, while knowing what is going on in that place, even if his abuse is not proven, is punishable by imprisonment.
