In its reasoning for the ruling, the court said: It was established that the defendant promoted the banned pills for the second time, and covered up their source, which is one of the criminal acts stipulated by the Narcotic Drugs and Psychotropic Substances Control Law in its third article.

Article Thirty Seven of the Narcotics and Psychotropic Substances Control Law stipulates:
Whoever is proven legally entitled to commit any of the following acts shall be punished by death penalty:
1- Smuggling narcotics or psychotropic substances.
2- Receiving narcotics or psychotropic substances from a smuggler.
3- Bringing, importing, exporting, manufacturing, producing, converting, extracting, cultivating or receiving narcotics or psychotropic substances, with the intent of promoting them in cases other than those authorized in this Law.
4 – Participation by agreement in committing any of the acts stipulated in the preceding paragraphs.
5- Promoting narcotic drugs or psychotropic substances for the second time by selling, gifting, distributing, delivering, receiving or transporting, provided that a previous verdict is issued convicting him of promoting the first time.
6 – Promoting for the first time, provided that he has previously been convicted of committing one of the acts stipulated in Paragraphs 1, 2, 3 of this Article.
