The Shura Council approved the amendment of some articles of the social insurance system, and the Council took its decision after listening to a report submitted by the Human Resources and Social Development Committee. In the same session, the members discussed the report of the Ministry of Transport, and Dr. Turki Mashhoor Al-Enezi called on the ministry to study the possibility of benefiting from the use of drones in logistical services in the health and postal sectors, and to organize the legislative framework for their safe and effective use.
While Dr. Samia Bukhari indicated in her intervention that accidents of vehicles falling from high areas and camel accidents are still recurring, and the loss of life is no longer acceptable, calling on the Ministry to quickly take the necessary precautionary measures to reduce the loss of life.
For his part, Mohamed Al-Mazyad stressed the importance of the ministry studying the idea of establishing special roads for trucks along the highways between regions, similar to what is in effect in some countries.
While Fadel Al-Buainain demanded, during his intervention, the speedy completion of the land bridge project and the implementation of the Jubail-Qassim road due to its strategic importance, and opening the way for international companies to implement projects and maintenance operations. To ensure the quality of road projects and the implementation of smart electronic scales capable of measuring the weight of the truck during its movement.
In his intervention, Dr. Hussein Al-Sharif called on the Ministry of Transport to reorganize and control the entry of trucks to cities at the times specified for them by the competent authorities, so that their entry would be in batches and in specific numbers commensurate with the capacity of the roads and the traffic density.
The Shura Council called on the Royal Commission for Jubail and Yanbu to finance the implementation of rehabilitation and replacement projects for its facilities and assets and to address the stumbling and delay in the implementation of basic equipment projects in its cities through the issuance of government bonds.
In its decision, the Council called on the Authority to extend pipelines to transport crude oil from Yanbu Industrial City to Jazan City for Basic and Transformational Industries, and from there to neighboring regions for the transfer of petrochemical derivatives, to increase petrochemical industries, and to strengthen the Jazan Refinery to reach its maximum production capabilities and increase the activation of the Jazan Industrial Port, and benefit From its strategic location and other comparative advantages.
Within its decision, the Council demanded the Authority to provide more incentives to increase the volume of industrial investments in Yanbu Al-Sinaiyah, in proportion to the volume of spending on its infrastructure.
Commercial Attachés in Africa
Al-Shura called on the General Authority for Foreign Trade to develop digital communication mechanisms, automate its operations with the target groups, and develop the governance of the roles and responsibilities of the entities in activating intra-trade between the GCC countries within the areas of the Gulf common market, in a manner that guarantees business sustainability and Gulf economic integration.
The Council also called on the General Authority for Foreign Trade to conduct a study to develop its performance in planning and implementation, and the extent of the impact of (external and internal) factors on performance, and to develop the necessary solutions for the industry of excellence in the foreign trade system, and the mechanisms for implementing and following up the study’s outputs. The Council called on the Authority to expand the opening of trade attachés in the African continent and to establish joint Saudi business councils with African countries (non-Arab and Islamic), to enhance the volume of intra-trade and the access of Saudi exports to the markets of those countries.
Improve the environment and eliminate pollution
In another decision, the Shura Council approved recommendations made by the Islamic Affairs Committee regarding what was included in the annual report of the Attribution and Liquidation Center. In its decision, the Shura Council called for increasing media awareness of its initiatives, missions, competencies, and achievements, and improving the first indicator of the two main performance indicators of the center, “the average number of days of liquidation.”
In its decision, the Council called on the Center to work on completing the review and development of its organizational structure, in line with the volume of the Center’s work and the tasks and responsibilities entrusted to it. The council discussed the annual report of the National Palm Center and a report of the General Corporation for Irrigation. Eng. Mufreh Al-Zahrani stressed the importance of benefiting from treated water in the Saudi Green Initiative project, and a model for afforestation can be applied in one of the stations, which leads to improving the environment and eliminating pollution, and applying the model to all regions.
Engineer Muhammad Al-Ali called on the institution to set indicators of work and achievements in each region of the Kingdom to follow up the development of work in it, identify the shortage and the necessary support for it, and coordinate with the Ministry of Environment, Water and Agriculture to ensure the quality of renewable water delivered to the beneficiaries.
