The Minister of Human Resources and Social Development, Eng. Ahmed Al-Rajhi, issued a ministerial decision approving the service of documenting the contracts of the Operation and Maintenance Localization Initiative in public entities as an electronic service, as part of the electronic services provided by the Ministry through the “Quwa” platform.
The service aims to follow up on the localization of operation and maintenance contracts in public agencies, and the extent to which establishments adhere to the targeted localization rates in those contracts, and to support the Ministry’s efforts aimed at increasing opportunities for Saudi men and women to participate in the labor market.
The decision will be applied to all establishments contracting with government agencies and establishments in which the state contributes at least 51%, and includes operation and maintenance contracts, city cleaning, road operation and maintenance, catering, and information technology operation and maintenance contracts, and the decision obliges facilities that have operation and maintenance contracts with Public entities, by uploading the data of these contracts on the electronic “powers” platform through the service of localization of operation and maintenance contracts, and it will also be applied in three stages according to the sizes of the facilities, and the first stage will be for giant facilities starting from December 1, 2023, and the second stage for large facilities starting from June 1. 2024, while the third phase will be for all other facilities, starting from December 1, 2024.
The “Qiwa” platform is considered the main interface for the labor sector, and it aims to organize and follow up all transactions between the various parties to the system, including employees and government and private establishments, in an automated and immediate manner without the need for paper transactions.
